of the President of the Republic of Uzbekistan

In recent years, consistent measures have been taken in the republic to promote physical culture and sports, promote a healthy lifestyle among the population, create the necessary conditions for the physical rehabilitation of persons with disabilities and ensure the country's worthy participation in the international sports arena.

At the same time, in the field of physical culture and sports, there is a need to implement specific programs that promote the health of the population, widely attract young people to sports and select talented athletes from among them, form national teams with qualified athletes who provide high results in sports, create additional conditions for coaches.

In order to identify priority areas aimed at improving the skills and knowledge of the population in the field of physical culture and sports in order to form a fully mature and physically healthy person in the country with a high culture, the introduction of innovative forms and methods in the selection process (selection) of talented athletes:
1. Determine the main directions of reforming the system of physical culture and sports until 2025:

increase in the total population regularly engaged in physical culture and sports, up to 30 percent, young people engaged in sports organizations and institutions, up to 20 percent;

the qualitative composition of coaches and specialists in state sports educational institutions, in particular, the gradual increase in the number of personnel with higher education to 80%;

development and implementation of an effective and transparent four-level system of selection (selection)of talented athletes from among young people in the field-organization-district (City) - territory-Republic;

Identification of talented athletes by conducting "children's sports games" among students of sports schools of the system of the Ministry of Physical Culture and Sports of the Republic of Uzbekistan and creating a reserve for youth national teams, as well as attracting students to regular sports as a result of organizing "student sports games" among students of higher educational institutions;

in order to popularize physical education among the general population, including students of general education schools, students and students of professional and higher educational institutions, to identify among them the gifted, it is necessary to develop a system of step-by-step (district/city, regional, republican) holding of the festival "Sports in general education schools", the review-competition "institution with developed physical training" and to introduce a nomination for the best general education school, professional and higher education;

Development of sports tourism from 2020 through the systematic holding of the international marathon "Tashkent Marathon", the international eco-marathon "save the Aral", sports competitions in rally and motocross in the field of sports;

introduction of "physical fitness level" testing among all segments of the population;

the organization of scientific and complex laboratories for athletes of national teams in sports, the introduction of advanced innovative technologies in the training process and the establishment of effective medical and pharmacological support in the field of sports;

introduction of a mechanism for conducting regular in-depth medical examinations of members of territorial national teams in sports under 18 years of age in the adolescent departments of territorial children's multidisciplinary medical centers and members of territorial national teams over 18 years of age in district (city) multidisciplinary central polyclinics;

Step-by-step implementation of the doping sampling system at national Olympic sports competitions starting from February 1, 2020;

creating the infrastructure of winter Olympic sports, establishing a system of training professional athletes by popularizing these sports;

Organization of the Olympic Training Center in the Bostanlyk district of the Tashkent region for the systematic preparation of sports delegations of Uzbekistan for prestigious sports competitions;

in order to widely attract foreign athletes and fans, as well as to effectively use the sports infrastructure, to introduce "Hospitality Services", an additional (non-electronic) entry visa "Sport Visa";

identification of necessary measures to increase the participation of the private sector in sports, including reducing the share of the state in sports organizations;

expansion of the system of additional financing of sports through the organization of sports lotteries;

organization of optional classes and clubs in sports included in the program "army games" for students and students of law enforcement agencies and educational institutions of the Armed Forces system;

wide implementation of modern information and communication technologies in the management system of sports and recreation facilities, sports facilities and institutions, including "Sport.uz" Ensuring the connection of sports facilities to telecommunications networks through an information system;

implementation of systematic measures to develop and increase the popularity of national sports, including them in the programs of the Asian and Olympic Games.

2. Below are the following:

The Concept of the development of physical culture and sports in the Republic of Uzbekistan until 2025 (hereinafter referred to as the concept) in accordance with Annex No. 1;

Target indicators of the concept of development of physical culture and sports in the Republic of Uzbekistan until 2025 according to Appendix No. 2;

According to Appendix No. 3 "road map" for the implementation in 2020 of the Concept for the Development of Physical Culture and Sports in the Republic of Uzbekistan until 2025;

The list of specializations of districts (cities)of the republic for priority, promising, developing sports should be approved in accordance with Annex No. 4.

To establish that the targets and main directions provided for in the concept will be gradually implemented annually on the basis of reasonable calculations of the Ministry of Physical Culture and Sports of the Republic of Uzbekistan, as well as within the budget funds allocated to finance these activities, through the "road map"approved by the Cabinet of Ministers.

3. Establish the order in accordance with which:

every year until November 1, the republican calendar plan of sports and mass physical culture events for the coming year (hereinafter – the republican calendar plan) is formed by the Ministry of Physical Culture and Sports of the Republic of Uzbekistan on the proposal of federations (associations) by sports and is submitted for approval to the Cabinet of Ministers;

as part of the expenses established by the republican calendar plan, expenses related to the activities of the National Olympic Committee of Uzbekistan, federations (associations) are provided for)by sports, as well as the cost of insurance for athletes;

according to the approved republican calendar plan, the calendar plans of territorial and district (city) sports and mass physical culture events are approved, respectively, by the Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions, the city of Tashkent and the district (city) annually until December 1;

in order to select (select) sports youth and select athletes capable of great sports, establish a system for forming a sports reserve, achieve high results in popularizing sports among young people, based on the characteristics of the regions, interests and wishes of the population, general education schools and higher educational institutions specialize in at least one priority, promising, developing, including national sports;

the assistants of the preventive (senior) inspectors of the internal affairs bodies for the protection of public order are determined to be responsible for attracting the population, especially young people, to physical culture and sports in the assigned territories, including at gatherings of citizens of mahallas.

4. Establish that the Chairman of the Council of Ministers of the Republic of Karakalpakstan, the khokims of the regions, the city of Tashkent and the district (city) :

support of physical culture and sports institutions and infrastructure development of their facilities;

Allocation of funds at the expense of the exceeded forecast part of the budget revenues of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent, district (city) budgets for additional financing of regional sports and mass physical culture events;

together with the sports federations (associations) of the Republic, to ensure the specialization of higher educational institutions in sports, the creation of the necessary conditions for physical culture and sports, as well as the conduct of tests "level of physical fitness", quarterly discussion of the effectiveness of the work carried out in this direction among the population and youth;

responsible for the development of the field of physical culture and sports in the relevant territory and the elimination of existing problems in sports and recreation and sports organizations.

5. The Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent, ministries, departments and organizations should create conditions for the free exercise of the population in running, walking and badminton at outdoor sports facilities (stadiums, football fields and other sports facilities) and in amusement parks (with the exception of facilities owned by private business entities), under their jurisdiction or located on the relevant territory.

6. Ministry of Physical Culture and Sports of the Republic of Uzbekistan:

Provision, in agreement with the Ministry of Public Education, the Ministry of Higher and Secondary Special Education and the Ministry of Finance of the Republic of Uzbekistan, of sports facilities of educational institutions for the use of business entities in their free time from training, with an investment obligation for their reconstruction, major repairs and equipment;

In agreement with the Ministry of Finance of the Republic of Uzbekistan, to approve proposals for the organization of sports lotteries and to determine up to 10 percent of the income received by legal entities from sports lotteries as an additional source of funds for the special off-budget account "Sport".

7.In 2020, the Ministry of Finance of the Republic of Uzbekistan, at the expense of additional sources of the state budget of the Republic of Uzbekistan, will allocate 50 billion soums to the special extra-budgetary account of the Ministry of Physical Culture and Sports "Sport" to strengthen the material and technical base of district and city departments of the Ministry of Physical Culture and Sports, equip classrooms, laboratory facilities and dormitories of sports schools and colleges of the system.

8.The Ministry of Physical Culture and Sports, the Ministry of Investment and Foreign Trade, the Ministry of Finance of the Republic of Uzbekistan and JSC "National Bank" to attract 200 million euros to finance projects for the construction of sports and recreation and sports facilities, including in 2020 credit funds of international financial institutions and foreign banks (hereinafter referred to as credit funds) in the amount of 50 million euros.

9. To the initiators of the project:

The amount of commercial banks allocated for the construction of sports and recreation and sports facilities in 2020-2021 will amount to 10 billion soums, on loans in the national currency, the interest rate of which does not exceed 1.5 times the refinancing rate of the Central Bank of the Republic of Uzbekistan-the part exceeding the main rate, but not more than 8 percentage points, will be reimbursed by the state fund for business support;

The Ministry of Finance of the Republic of Uzbekistan in accordance with the established procedure to allocate the necessary funds for these benefits to the State Fund for Business Support;

the loan funds are allocated for the implementation of standard projects for the construction of sports and recreation facilities and sports facilities based on innovative technologies, providing for the use of inexpensive, energy-efficient and quickly erected lightweight structures and materials.

The Ministry of Physical Culture and Sports and the Ministry of Construction of the Republic of Uzbekistan, together with the Ministry of Public Education, the Ministry of Higher and Secondary Special Education and other interested departments, with the involvement of design organizations, within a month to develop and ensure the approval in the prescribed manner of standard projects of sports facilities built for each sport, based on advanced foreign experience, the capacity of educational institutions and other facilities, as well as the requirements specified in the

10. To approve the consolidated indicators of promising projects for the construction of sports and recreation facilities and sports facilities on the territory of the republic at the expense of loans from international financial institutions and foreign banks in 2020 in accordance with Annex No. 5.

11. The Ministry of Physical Culture and Sports, together with the Ministry of Finance and the Ministry of Employment and Labor Relations of the Republic of Uzbekistan, within three months::

Introduction of positions of sports nutritionist, sports psychologist, sports pharmacologist, massage therapist and selection coach within the staff units of sports education institutions in the structure of the Ministry of Physical Culture and Sports of the Republic of Uzbekistan, as well as the position of head coach-breeder for each sport in the schools of higher sports skills of the Republic;

when improving the sports results of a student-athlete undergoing sports training, within the funds provided for in the cost estimates of sports institutions, and transferring him to another sports educational institution of a higher level, a one-time payment to the coach who prepared him, in the amount of a monthly salary;

submit to the Cabinet of Ministers of the Republic of Uzbekistan a draft government resolution providing for the procedure for reviewing and determining the status of sports schools based on the results achieved.

12. Agree with the proposals of the Ministry of Physical Culture and Sports, the Ministry of Public Education, the Ministry of Higher and Secondary Special Education, and the Ministry of Finance of the Republic of Uzbekistan, which provide for a worthy promotion of achievements in the field of sports from February 1, 2020:

a) enrollment of students-winners and prize-winners (1-3 places) for the last three years of the Olympic and Paralympic, Asian and Para-Asian Games, world championships, Asia and the Republic in Olympic and Paralympic sports in higher educational institutions (except for medical direction), funded from the state budget of the Republic of Uzbekistan, on the basis of an additional state grant, without examination tests;

b) the republican stage of "children's sports games" for team types of games:

providing the winners (1st place) a certificate valid for three years, giving the right to the maximum score on the subject of the profile specialty at the entrance exams to higher educational institutions;

awarding of physical education teachers who have prepared winners and prize-winners (1-3 places) with one-time monetary bonuses in the amount of 6 times the minimum wage for the 1st place occupied at the expense of the funds provided for by the republican calendar plan, for the 2nd place-4 times, for the 3rd place – 3 times the salary;

c) teachers of physical culture and coaches of sports educational institutions who have prepared the winners and prize-winners of the Olympiad in physical culture among students of secondary schools (1-3 places) are not involved in the qualification certification:

for the preparation of the winners and prize-winners of the district (city) stage (1-3 places) – the second qualification category;

preparation of winners and prize-winners of the regional stage (1-3 places)
for the first qualification category;
for the preparation of winners and prize-winners of national and international competitions (1-3 places) - direct assignment of the Highest qualification category;

d) direct assignment of regular scientific titles (associate professor, professor) to teachers of the departments of physical culture and Sports who have prepared students of higher educational institutions who have won national (1st place) and international competitions in Olympic sports (Olympic and Paralympic Games, Asian and Para-Asian Games, World Cup and Asian Championship 1-3 places).

13. Ministry of Physical Culture and Sports of the Republic of Uzbekistan
Ministry of Finance of the Kyrgyz Republic:
establishment of the basic tariff rate for coaches-teachers in these schools for 24 academic hours of direct training work per week by reducing the hours of training work in the educational programs of sports schools;

gradually, at the expense of the positions of chief accountants in district (city) children's and youth sports schools, introduce a centralized accounting service in the district (city) departments of physical culture and sports and assign it to keep records of funds allocated to finance the calendar plans of sports and mass physical culture events.

14. Within the total limit of the number of administrative personnel of the system of the Ministry of Physical Culture and Sports of the Republic of Uzbekistan, to introduce an additional 28 full-time employees of the department into the structure of its territorial departments.

15. The Ministry of Higher and Secondary Special Education, together with the Ministry of Physical Culture and Sports of the Republic of Uzbekistan, should improve the state educational standards, qualification requirements and subject programs of bachelor's and master's degree programs in physical culture and sports of higher educational institutions until the 2020/2021 academic year and introduce the practice of assigning graduates the qualification of physical culture teacher and coach in specialized sports.

16. Ministry of Physical Culture and Sports of the Republic of Uzbekistan:

The Ministry of Public Education, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, together with federations (associations) for sports, should take appropriate measures to provide the necessary educational literature, methodological manuals and instructions on sports in the territories of specialized district (city), general education schools and higher educational institutions;

Together with the Ministry of Finance of the Republic of Uzbekistan and JSC "National Bank", within a month to approve the Regulation on the procedure for using loans allocated by international financial institutions and foreign banks to finance projects for the construction of sports and recreation facilities and sports facilities;

The Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan, together with the National Agency for Project Management under the President of the Republic of Uzbekistan, should submit to the Cabinet of Ministers, by June 1, 2020, a draft government resolution providing for the introduction of a unified electronic management system in the system of the Ministry of Physical Culture and Sports.

At the same time, pay special attention to the implementation of full control over the distribution and use of funds allocated from the state budget for the sports sector, as well as on the republican and territorial calendar plans of sports and mass sports events, the formation of reports on them, control over the receipt and ensuring transparency of the use of extra-budgetary funds by sports institutions.

17. The Ministry of Physical Culture and Sports of the Republic of Uzbekistan, together with the ministries and departments concerned, shall submit proposals to the Cabinet of Ministers within three months on amendments and additions to legislative acts arising from this Decree.

18. The execution of this Decree is carried out in the following order:

Deputy Prime Minister of the Republic of Uzbekistan A. A. Abdukhakimov-to effectively organize and coordinate the activities of ministries, departments and organizations responsible for the high-quality, complete and timely implementation of this Decree, the implementation of the planned measures, to receive monthly reports of their leaders on the work done and to promptly eliminate the identified shortcomings;;

Minister of Physical Culture and Sports of the Republic of Uzbekistan D. H.Nabiev – Ensure the adoption of all necessary measures to achieve the goals of the concept, the implementation of the concept and the "road map", closely cooperate with federations (associations) for sports in order to promote physical culture and sports among the population, especially among young people, organize effective public control in the field, provide methodological and practical assistance to responsible organizations in the timely and high-quality implementation of the tasks defined by this Decree, and monthly submit information on its implementation to the Cabinet of Ministers of the Republic of Uzbekistan;

Minister of Construction of the Republic of Uzbekistan B. I. Zakirov – to ensure the development of standard projects of sports halls( Boxing, Wrestling, fitness, gymnastics), football, volleyball, basketball, badminton and tennis courts made of light structures and materials built on the basis of innovative technologies, inexpensive, energy-efficient and quickly erected, as well as the revision of existing building codes and standards in this area, as well as to establish state architectural and construction control over the quality of construction and installation works;;

To the Chairman of the Council of Ministers of the Republic of Karakalpakstan, the khokims of the regions, the city of Tashkent and the district (city) - to effectively organize work on the specialization of territories in priority, promising and developing sports, to take the necessary measures to fully finance and conduct at a high level territorial sports competitions in accordance with the calendar plans of sports and mass physical culture events;

heads of responsible ministries, departments and organizations-to implement all measures for timely, high-quality and complete implementation of the activities provided for in the concept and the "road map", to create the necessary conditions for sports and recreation work, as well as to promote a healthy lifestyle among employees;

General Director of the National Information Agency of Uzbekistan A. K. Kuchimov, Chairman of the National Television and Radio Company of Uzbekistan V. B. A. D. Khadzhaev and Director of the Agency for Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan V. B. K. I. Allamzhonov-organize articles, briefings, press conferences, thematic TV programs to highlight the essence and practical significance of this Decree.
