On measures for the development of the sport of rugby

in the Republic of Uzbekistan

In recent years, our country has been implementing a set of measures aimed at comprehensive support and development of physical culture and sports, further popularization of various sports, including rugby, and creation of favorable conditions and infrastructure for sports.

Currently, rugby is one of the dynamically developing sports in our republic. The Rugby Federation of Uzbekistan and its territorial divisions are established and functioning, the national rugby team of Uzbekistan actively participates and takes pride of place in prestigious international competitions ("Asian Olympic Pre-Qualifier", "Asian 7 US"), is among the eight strongest among the countries of the Asian region.

At the same time, the insufficient material and technical base and infrastructure, the lack of a harmonious system of training, retraining and advanced training of rugby specialists hinder the further development of the industry and ensure the worthy participation of the national team of Uzbekistan in prestigious international competitions.

For the further development of rugby, its active promotion and popularization among the general population of the republic, ensuring a high-quality training process, creating favorable conditions for the continuous improvement of the level of skill and qualification of rugby players, coaches and referees, as well as strengthening the material and technical base for the training of rugby athletes:

1. Approve the proposals of the Ministry of Physical Culture and Sports, the Ministry of Finance, the National Olympic Committee of Uzbekistan and the Rugby Federation of Uzbekistan:

a) opening of rugby sections in each specialized boarding school of the Olympic reserve;

b) the introduction of the procedure for mandatory approval by the Rugby Federation of Uzbekistan of candidates for rugby coaches employed in children's and youth sports schools;

c) the introduction of a four-stage system for conducting sports competitions in rugby, which provides for:

at the first stage – sports competitions between teams of sports clubs, sections (championship, championship, Cup);

at the second stage-district (city) sports competitions (championship, championship, Cup) between the teams that won the competitions among sports clubs, sections);

at the third stage-regional sports competitions (championship, championship, Cup) among the winning teams of district (city) sports competitions);

at the fourth stage-republican sports competitions (championship, championship, Cup) among the winning teams of regional sports competitions.

2. To approve the program of measures for the further comprehensive development of rugby in the republic for 2019-2022 (hereinafter referred to as the program of measures) in accordance with the annex.

As part of the implementation of the program of activities, identify the following priority areas and tasks:

improving the efficiency of the selection (selection work) of talented sports youth and the quality organization of the rugby training process;

popularization of rugby, active involvement of young people in sports clubs, sections and circles, ensuring their wide use;

improving the training system for coaches, referees and other rugby professionals;

ensuring high-quality and effective preparation of the national rugby team of Uzbekistan for participation in prestigious international competitions;

encouraging winners and prize-winners of international competitions, as well as strengthening social and material support for coaches, referees and other rugby professionals;

strengthening the material and technical base and improving the rugby infrastructure.

3. Assign the following tasks to the Chairman of the Council of Ministers of the Republic of Karakalpakstan, the khokims of the regions and the city of Tashkent:

assistance in strengthening the financial and logistical base of regional rugby federations;

recommend candidates from among the management personnel of the respective regions for the position of chairmen of regional rugby federations;

ensuring the creation of the necessary conditions for the development of professional rugby in the relevant territory, the creation of at least one professional rugby club, the allocation of stadiums for rugby training, as well as premises for the accommodation of the relevant territorial rugby federations.

4. Take note that the sources of funding for the activities of the Rugby Federation of Uzbekistan and the implementation of its tasks are:

Funds of the state budget of the Republic of Uzbekistan provided for by the republican calendar plan of sports and mass physical culture events of the Ministry of Physical Culture and Sports of the Republic of Uzbekistan;

Funds allocated by the Youth Union of Uzbekistan for the development of physical culture and sports;

Funds of the National Olympic Committee of Uzbekistan;

sponsorship funds, as well as other sources not prohibited by law.

5. The Ministry of Defense, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, together with the Council of the Federation of Trade Unions of Uzbekistan, shall provide, free of charge, the creation of conditions for conducting training and rugby classes at the stadiums of the Ministry of Defense of the Republic of Uzbekistan, the Council of the Federation of Trade Unions of Uzbekistan, sports clubs of the Mirzo Ulugbek National University of Uzbekistan.

6. Take note:

In accordance with paragraph 21 of the program of comprehensive measures for the further development and popularization of Olympic sports for 2018-2021, approved by the Decree of the President of the Republic of Uzbekistan dated March 5, 2018 No. UP-5368, the construction of a sports base of the Rugby Federation of Uzbekistan for the training process by members of the national team of Uzbekistan is provided in the village of Charvak, Bostanlyk district, Tashkent region;

the maintenance of the sports base and providing it with the necessary equipment is carried out at the expense of the Rugby Federation of Uzbekistan.

The Ministry of Physical Culture and Sports, the Ministry of Economy and Industry, the Ministry of Finance of the Republic of Uzbekistan to ensure the inclusion of the construction of the sports base of the Rugby Federation of Uzbekistan in the village of Charvak in the Bostanlyk district of the Tashkent region in the targeted program for the construction, reconstruction and overhaul of physical culture and sports facilities for 2020.

7. Exempt the Rugby Federation of Uzbekistan, its territorial divisions, professional rugby clubs from paying customs duties (with the exception of value added tax and customs duties) until January 1, 2023 for sports equipment, inventory and special professional sports equipment not produced in the Republic of Uzbekistan, necessary to strengthen the material and technical base of rugby sports facilities, introduced in accordance with the lists formed in accordance with the established procedure.

8. Agree with the proposal of the Ministry of Physical Culture and Sports, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan to open training courses for rugby specialists at the Uzbek State University of Physical Culture and Sports and the Mirzo Ulugbek National University of Uzbekistan starting from the 2020/2021 academic year.

The Ministry of Physical Culture and Sports, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan to take measures to implement this paragraph.

9. The Ministry of Physical Culture and Sports of the Republic of Uzbekistan together with the Rugby Federation of Uzbekistan:

development, support of rugby in our country

and popularization, formation of citizens ' interest in this sport.;

providing children's and youth sports schools with sports equipment and equipment, sports clothing and rugby clothing that meet modern international requirements;

organization of training camps in countries with a developed rugby infrastructure;

to ensure the creation of the necessary conditions for the opening of rugby sections in specialized boarding schools of the Olympic reserve.

10. The Ministry of Foreign Affairs of the Republic of Uzbekistan shall ensure, in accordance with the established procedure, the issuance of entry visas to foreign specialists engaged at the request of the Rugby Federation of Uzbekistan, without charging consular and tourist fees.

11. The Ministry of Internal Affairs of the Republic of Uzbekistan, in accordance with the established procedure, shall ensure the issuance and extension of multiple-entry visas to foreign specialists engaged at the request of the Rugby Federation of Uzbekistan, without charging a state fee, as well as the registration and extension of temporary registration at the place of temporary residence.

12. The Ministry of Employment and Labor Relations of the Republic of Uzbekistan shall, in accordance with the established procedure, ensure the issuance (extension) of permits to attract foreign specialists to the Republic of Uzbekistan at the request of the Rugby Federation of Uzbekistan, as well as the issuance (extension) of documents confirming the right to work in the territory of the Republic of Uzbekistan, without charging the established fee.

 

13. Recommend that the National Television and Radio Company of Uzbekistan and other mass media regularly and widely cover the development of rugby in the Republic of Karakalpakstan, the regions and the city of Tashkent, the activities of rugby teams, coaches and other rugby specialists, as well as promote the holding of official rugby competitions.

14. The Ministry of Physical Culture and Sports of the Republic of Uzbekistan, together with the interested ministries and departments, shall submit to the Cabinet of Ministers within one month proposals on amendments and additions to legislative acts arising from this resolution.

 

15. Control over the implementation of this resolution should be entrusted to the Prime Minister of the Republic of Uzbekistan A. N. Aripov and Adviser to the President of the Republic of Uzbekistan A. A. Abduvakhitova.
